Usually when people say that they mean games that are basically 95% combat, with a high focus on loot (like the one OP posted or the ones in pic related). Having action combat doesn't make Oblivion an ARPG and being from japan doesn't make Dark Souls a JRPG. It's really not hard to grasp.
