Your starter troops suck and you take brutal losses in every fight and you spend too much of your game time going around trying to find new recruits, and the expenses add up so you're hardly able to promote units and when you do you're not able to retain them for very long, so you're always poor. It looks like the state flag of the barbary states in Empire: Total War.I can find both images on wikimedia commons alongside some other barbary corsair flags but the sources are indicated as self work and they all share a generic blob of information about Barbary Corsairs as the description and nothing specific about the flags themselves.
