I can try upscaling it using Topaz AI video upscaler. You would have to give me a link to a raw capture not one with youtube compression. You can upload the file to google drive or whatever file uploading service. I dont have the best setup for upscaling video but its decent enough for a short video.

To get the best results with Topaz I had to choose options to upscale a downscaled video back to 1080p. Originally got the software to upscale VHS rips but I haven't really been messing with it.
