Is there a reason why my PC became noticeably slower after I uninstalled my graphic card, even though I redownloaded and replaced it with the exact same one? I thought it might have been caused by some leftover files so I used DDU to uninstall it again but that didn't help either.

Welp it didn't work. PC is still slow and takes 30 secs to boot as opposed to the <10 secs before I first uninstalled my driver

30 seconds? sounds a bit too precise, just like the default waiting time to boot, try this:
run msconfig, boot tab, on the right is wait time, default is 30 seconds, now, this shouldn't even do anything if you're running stuff like normal, but if it for whatever reason is waiting for you or something else to pick a bootable drive option, you'll see a difference if you lower it, if it works then you messed with something else besides the GPU

That's just my estimation, I actually timed it again and the boot time is actually closer to 40.
I followed your advice and it didn't affect the boot time or the overall performance whatsoever
