How do you make one approach you?

To meet people, you need a social club, bar or other place where you can approach people and say "hi, I'd like to meet you." Churches are frequently social clubs rather than places of worship.
Be sure to pick someone who is objectively the same 'score' as you; If you're a 5/10, ask a 5/10.

Sure, every once in a while a woman will be the initiator of a conversation if she's uniquely struck by an individual, but the social expectation has always been that the man initiates contact. Passivity is a female trait.

If you mention you thought yesterdays pancakes were better than today's hashbrowns, and she grunts like she dropped a turd and the conversation ends, she's not interested so leave her alone. If she turns that comment of yours into 30 minutes of small talk about her life long love of pancake brunches, she wants you to ask her to dinner a couple hours later or something.
If you start talking to them and they just won't shut up, thats probably because they like you at least a little.
