Most I can think of would be Metal Gear the franchise.
The 1st was meh, but the 2nd went nuts with society & a.i..
3rd and 4th were more or less the same preaching of the first game, 5th was total 'no trust'.
Revengeance more or less explained HOW to fix problems rather than preach em'.

And outside anime would have to be The Question in the first Supergirl episode of Justice League Unlimited.
