Bernard admits that a big part of what he's doing is basically caving to peer pressure and not taking a stand against his inner demons. There was the concern about the nuke too of course, but it wasn't the only concern, and then there's the fact that he made the mistake of thinking Zeon wouldn't just nuke a colony anyway.
