I think they royally fucked up by not having him win the Continental Classic when his stock was at it's highest and seeing if he was actually ready for this kind of spotlight instead of letting Eddie Kingston live out the completely unnecessary Triple Crown mark fantasy. Instead, they tried to finally blowoff that Keith Lee feud that should've ended over a year ago only for it to still not happen because that lardass couldn't make it to World's End and had to dig up Dustin's corpse out of catering to work a match not one single person gave a shit about and proceeded to kill all of his heat going to 2024. You could've had this guy working with Ospreay, Okada, or any of the top guys as a heel but instead of being in this weird void of where's he being positioned in the top billing spot despite clearly being less interested in him than the new signings.
