Unless you are making a music video, graphics don't matter, just drop your bitrate waaayyyy down, like 128k or 256k, same for framerate, you can probably get away with 5 fps, these numbers are somewhat of an exaggeration, its not always needed to go so low, but just to give the idea. Handbrake works well. It's more or less a gui frontend for ffmpeg. However If you're already comfortable with ffmpeg I'd recommend you stick with it.

You want to aim for a lower resolution and a lower video bitrate. Try something between 360-720p and a bitrate between 100 - 1000, depending on if the WebM is longer or shorter than 1 min.
