This arc would've been way better if the village actually managed to at least accomplish defeating most of the paths except the main one. Making the entire village helpless against them is really lame, especially when this is a lot of characters' combat debut. This decision backfires later in the war arc with Guy being the only jonin to actually deploy a formidable power, as he was the only one conveniently not there during the Pain fight. This would've been a great arc to display everyone else's combat power while still exhausting them to the point where Naruto is needed to ultimately defeat Pain in the end. Instead Naruto has to basically do the work of the entire village and then some.

The decision to sideline a character that oneshot Manda and Orochimaru is a bit weird. From what is shown now and after this arc, the lead village have ninja that can take on Pain. They could have made Naruto fight the Deva Path and track down Nagato’s main body while Tsunade takes on the other dangerous Pains. She is capable of destroying almost anyone with her taijutsu and has healing. I think she is better than most ninja and is one of the better Kage. Protecting the leaf against Shinra Tensei is impressive, but she could be written to do more. I get Naruto is here to have his hero moment, but Kishi could really have retooled a few things to make this seem logical
