But where Iruka's was a mentor relationship, Sasuke was a peer. Sasuke was also encouraging of the group when they were dealing with their trials like the chunin exams, because Sasuke understood the value of people since he lost his clan, even if he didn't completely understand it himself. Naruto not only relates to him, but he was also the guy who taught Naruto what it meant to help other people, which makes up the core part of what a hokage means to him. Before that, he was only thinking about proving himself, and he realized that's how. I do think Kishi intended for this stuff, it just gets lost in repeated flashbacks and the vague, poetic language he likes to use.
