If you must try a cold approach, at least choose a location where the woman can easily walk away if she isn't comfortable. If you try it in an enclosed space like a bus you immediately make her feel trapped: it looks like you're trying to engineer a situation where she can't escape, and that's scary. There is no possible way she is going to respond positively to you if she feels frightened. Even if she might otherwise have liked you, approaching in that environment is a guaranteed fail.
