Maybe I know too much about animal behaviour but all vulture species I'm aware are not only extremely social but also form strong familial bonds with families staying together long after young have fledged.
Typically, the easiest animals to tame are those that have one of these traits or the other and those displaying both, like dogs, the easiest of all. So while I've never thought of petting a vulture of any kind, it doesn't surprise me at all that they're receptive to it, can form attachments to people and can be reciprocal of affection.
This is why cats (loosely social, short term family bonds) are not nearly as tame as dogs (highly social, strong, long-term family bonds).
