This depends on the sampler and schedule, but 40 is probably within the band of optimal as long as you're not using one of the ancestral samplers. I use DPM++2MSDE/karras at 34-40 steps usually. Resolution matters more, and scaling well above or below the model's defaults (look 'em up) will give decreasing quality in the latent phases, notably repeated details on higher resolution. You'll see this effect most clearly if you use latent scaling by 2x or more in the hi-res phases and leave the denoise factor too high.
