Under there methodology: They say the agency doesn't report a hate crime unless there's sufficient evidence of it being one. There's multiple examples of sufficient evidence stated in the Hate Crime Data Collection Guideline and Training manual.pdf 2022 edition that is complete bullshit. Under 2.2 of the manual they list 14 pieces of evidences that can be used to prove a hate crime. Some make sense, some don't, and some seem like a reach (2) and(11) for example.
