organized crime has always existed here, but back then they didn't mess with small businesses or ordinary citizens, It was more of a war against the political and business classes. sure, there were always innocent bystanders who got killed, but it wasn't like organized crime was going out of its way to screw over the poor old lady selling coffee on the street which would actually be stupid, since they wouldn't make any money that way
