The numbers are probably a reference to number stations used by the US and the Soviet Union during the Cold War (which if I had to guess is when this story takes place based upon the ascetics). Number stations are/were covert radio stations that were used by spies to transmit secret data often in the form of a string of numbers or moris code. In the context of this story it looks like a number station was broadcasting into the MCs brain, likely giving him commands to assassin those three guys. That probably explains why he was being interrogated by the CIA. At the end of the clip it’s implied him and that bald guy manage to decode the numbers but it’s left vague and up to interpretation.
