Then as the idea is spread it's easy for any local flavor to be sapped out for broader appeal. So your town has a lake they commonly congregate around, some weird unexplained occurrence or maybe even just a bored fisherman, they add up and get added together, your community adopts a lake monster. It's the same reason half of cryptids are also some flavor of Bigfoot.
