Tokyo Disneyland is owned and operated by a Japanese company which licenses the characters from Disney. This is why they still have Splash Mountain.

I don't know exactly how that works, but I will say that imagineers are pretty desperate to do actual creative work and they wouldn't balk at the opportunity to work in Tokyo.
I have no confirmation for this but I'm pretty sure Universal scalped some former Disney imagineers for their Harry Potter and Nintendo worlds

They do, which is why the disparity is at the top/management. No one at Tokyo Disney was behind changing Splash Mountain to Bayou Adventure, because that was still their most popular ride. They're building this Tangled attraction because Japanese people like Rapunzel. They're able to invest money into building new rides, while Disneyland is doing retrofits, because Tokyo Disney doesn't have a money-losing studio division they have to cover.

There going to test the marvel IP's effectiveness in Japan with this shitty it's a small world revamp of all things. It's going to overall the ride next year for the winter season. To the surprise of no one, leadership at TWDC reportedly isn't very happy that one of their parks still has a Splash Mountain. They wanted Tokyo to retheme theirs to Tiana but the Japanese don't like PatF (i wonder why) so they declined. We'll see what happens, seems like the OLC is playing the long game.

This. Imagineers do what there told, so the disconnect is with the people they work under. Disney is clearly the one running the show with most of the parks, so any changes that happen in parks like Disney land, Disney world, and Paris (I think) are all them. But being that Tokyo is owned by Oriental land company, they get too have the final say in what does and what doesn't happen in Tokyo Disneyland and Tokyo Disney Sea.
