Looking at his work may not be an indication of his skill level - storyboarders aren't hired for being fantastic illustrators, they're hired for their ability to block scenes, plan sequences, etc. They need to understand and be able to control cinematography so if they can do that with stick figures and basic shapes, it's fine. Most storyboarders will do a bit more which will help get their work approved (and make the job a little easier for rough animators), but you couldn't look at John "F" Fountain's drawings alone and determine if he was good or bad at his job.
