My impression is Shadwe probably wasn't actually involved. Sure, he's the Bastion connection, but Silver Daddy's little aside to him when people started openly talking about releasing the plague on the Gefendur seemed to indicate that it was important to keep the Shadwe out of the dirtier backroom plans like the conspiracy.

I'd guess he was the connection that brought Bastion to the group, who was not quite as circumspect as we might have guessed given Duane casually warned Lemuel about it, but outside of that he was probably purposefully in the dark and only learned what the plan was afterwards.

How that plan came to is also worth some thought. That it had to be a tacit caster must be a Bastion thing. Which means he would've had to tell them who the target was going to be. Or unless there's some other weird plotting going on. It's strange to consider how something as bizarre as a "make an undead martyr plot" could've possibly gotten off the ground without Bastion involved from the outset, but also we have real idea how much of what Lemuel thought was true was just him being fed bullshit. His conception of what would happen is near enough to how it worked, so obviously not all of it, but the actual nature of what the Ald plotters wanted to happen on their is is still vague.

I'll argue against this. I think the Shadwe likely was completely aware of the plans for Duane and of any other conspiracy within his temple. His appearance as a kindly cleric is just a convenient personal mask; he must be wholly a politician. His kind words to Duane were meaningless: the Shadwe may have had some personal regard for Duane but ultimately that's irrelevant, Duane is just another soud, and it's the role of such people to be spent by their stenkonn betters to advance the interests of Alderode and Ssaelism as a whole. I don't think Duane becoming a Composer was ever truly on the cards; I think it would have been an embarrassment to the Ssaelit majority if the best wright they could put forward was a pissmop.

The Shadwe is more important than we first thought: the Temple of Song isn't just a Ssaelit temple, it's the one in the biggest and most important Ssaelit city in the world. There are only two Shadwes: he is half a pope and the more prominent half. I simply do not believe someone truly ignorant of the goings-on underneath him would rise to this position. If his Amadwes and Motadwes occasionally whispered among themselves, I believe that would be more to allow the Shadwe plausible deniability than anything else.

And ultimately if the plan with Duane as Lemuel had understood it is true, and if it had worked, if the Ssaelit had received a living prophet to rally around, that would still have been more merciful than spreading the Weeping Plague to the Gefendur. So you can see Shadwe Grandvin as taking the kinder option and still merrily sending Duane to his death over a glass of wine with Bastion.
