I remember Lemire admitting himself that he's not great with team books and has trouble writing them, so I found it strange he was put on JSA.

This is just me, but I feel like JSA is in this weird position where nostalgia drives interest in them, but not many actually want to read their stories.
I think the better approach for modern readers would be to have them as a part of the DC-world, cameo'ing in other books, showing up for events, etc. But without a book of their own.
Seed them into the minds of readers, make them a staple of the world, and see if they like it. THEN, you throw out a mini once in a blue moon to gauge sales.
Put a moratorium on ongoings while you rebuild them in the modern audience's mind.
Nobody has that kind of a patience these days, alas.
