Yeah .
Your muscles don't grow until the 3rd or 4th month of muscle growth.
The muscle fibers don't start off at peak muscle fiber so they get better over time and when they hit a certain level the body starts making new muscle fibers which are baby weak retards and the process starts all over again.

It's not gains it's just what you've seen everyone call "the pump". You can easily get it with high rep training it unfortunately doesn't last or have much to do with muscle gains.
