Yes, BMI-wise it’s close to clinically underweight. Even at very low bf% that’s way too little muscle for the sake of your health.But the good news is at that weight only a couple of kilos makes the world difference, so if you try at it even just getting up to like 63 or 64kg would be a big improvement.
