Technically there is some chest activation from pull ups, but imo it depends on if you're doing Push Pull or Pull Push to allow for recovery.

I'm still dyel, but I've been making progress using John Meadows's programs. For PPL i've only seen him train rear delts on Push days, and save pull ups or chins on Pull days.

If you want to do pull ups more frequently, just do an upper/lower split instead of PPL.

Probably just an ego thing. He wants to get better at pull-ups so he can say "I can do 'x' pull-ups."
If it was about emphasizing/prioritizing his back in general, he wouldn't fixate on that one particular exercise.
