Neither, there are tens of companies making these and they are further ahead and cheaper. One can make an argument for Boston Dynamics, but there is no argument for tesla motors. Atlas has always been a platform for developing the real breakthrough tech, which is movement that matches/exceeds the performance of a human in any environment. It was a test rig for the software.
Also, Atlas used hydraulics which is pretty much artificial muscle. They needed those hydraulic actuators because they needed higher torque to eliminate as many variables as possible while developing the movement/computer vision software. One tradeoff of hydraulic actuators is that you can't have continuous rotation.
