They can be trimmed via services.msc, Powershell scripts (or command line in many cases), registry edits, editing batch files etc etc. There are plenty of tweaks on Majorgeeks, and there's that "winutil" (not to be confused with "WinUtils") .exe that costs $10 - or you can just use the git to get them piecemeal. Keep in mind that some items are so hard baked in to W11 that turning them off is nearly impossible. Same goes for Office.
