RedHat as a distro specifically literally has zero influence on anything, it's Fedora that is the upstream for it and is the king of rpm-based stuff. Debian and Ubuntu are the rulers of dpkg, while Arch is of pacman. All of them are pretty important and contribute in their own ways.
