China has even more of an incentive to develop domestic solutions.

In the short term intel, Qualcomm and novideo lose a market of around 1 billion people. In the long term China will export products containing these new domestic solutions to other countries, leading to western manufacturers losing even more market share. Just want to chip in that huawei and xiaomi phones are pretty popular in Europe. I fact I'm using one right now.

The "west" no longer has the power to meaningfully control other countries using sanctions, since our lead in many technologies just is not that significant anymore. It's just reverse protecionism at this point. Just look at russia, we just made them self sufficient within two years.

Nope, after the Huawei bans went into effect, companies could apply for exemptions.
Intel got an exemption to sell x86 chips to Huawei, and AMD did not, which was a source of much butthurt for AMD (and profit for Intel).
Qualcomm as well.
