I didn't watch the video but IIRC Ubuntu checks if it can access the Internet by querying connectivity-check.ubuntu.com regularly (just like Windows queries a Microsoft server to check for connectivity).

Besides this, the spying allegations Ubuntu had were tied to the Dash's search bar returning online results (which could be sponsored I think?) back in the Unity days.
