Exactly because it is so easy (on paper) and yet no one has implemented anything like it. There have been attempts sure but they all failed in one way or another (failing outright, not delivering on promises, etc).
As for the new timer it was implemented to stop spam which worked out just as great as the other times which is to say annoys actual users and does nothing to stop spam.

There are web apps that you can use for IRC. Mibbit is a popular one - some projects with official IRC channels will link to Mibbit for people who want to try the IRC channel before they decide to download a client.

Free clients aren't difficult to find, either. HexChat is popular among both Windows and Linux users. There are plugins for both vim and emacs if you're a turbonerd, although if you're using web applications those will probably be a far reach for you.

I'd like to tell you that Guilded is a viable option, but Roblox basically just merced it by requiring you to sign in with a Roblox account. Matrix is OK but its decentralized design is confusing for new users and honestly I only ever used it for a couple of days before giving it up.

self host your own voice and text chat with either Murmur or uMurmur if you don't need to let people create channels. uMurmur is so lightweight it can run on your Linux router and has excellent voice quality using Opus. The client is Mumble (desktop) or Mumla (phone).

Try uMurmur (lightweight version) out first, then shit on it.
