H.264 has been surpassed, the issue is that blu-ray only supports H.264 for 1080p discs and H.265 for 4K discs. If the format supported AV1, and was encoded at the studio-level, it's quality would surpass H.264 and H.265 easily. The issue lies with TRANScoders re-encoding already lossy video in another lossy format.
