When your drives actually go to sleep (not just idle but still active) then your motherboard can put the SATA controller to sleep as well. Also, those power meter thingies are reading power draw from the wall, you're including your PSU's inefficiency in your calculation, and your PSU is probably only ~85-90% effieicnt. So your numbers are inflated from that as well. If I were to guess, ~10W is the SATA controller and chipset, ~8-12W for the HDDs, and then the remainder is just your PSU not being 100% efficient.
