With a power draw of ~15W something like 20 bucks a year would suffice. The real kicker is just the connection and ip. If you're lucky you got a gigabit uplink at home, that might actually be sufficient already. Otherwise you'd need to rent a server in a Datacenter, I'd guess 15-20 bucks a month would be sufficient though.

Domain names are cheap, but not usually free.Server costs are affordable if you have a job that uses the skills you need to run an imageboard.Many imageboards, I believe, are even run by people who work for companies that offer servers, and they just use a free one they get from work. The others are run by the CIA obviously.
