How does Windows compressed folder work?

I *copied* over 150 000 text files at >10 KiB per txt into a compressed folder.
Looking at the properties of the folder the "size on disk" is 37% of the real size of the txt files.
Great.
However! Looking at the disk itself the free space on the drive went down 400% of the real size of the txt files.

What is going on? Is Windows quietly compressing the files over time and I will eventually get the space back? Or wtf is this, the CPU's System Idle Process is at 99% so it's not exactly working hard it seems... The task manager doesn't show activity on the disk either.

python can be implemented in different ways, there is not just one interpreter (or compiler if you compile your python code). CPython is the main or "reference implementation"
Think of how libaom-av1 is the reference, while other av1 implementations exist such as libsvtav1 or av1_nvenc

Is running Docker on Windows a bad idea? Most popular images I need (like Plex) say they're unsupported and a bad idea due to the way Windows interacts with docker.
