The video plays at 25fps and it takes 11 frames to move past a car.
If we assume the car is about 14 feet long so it moves 14 feet in 11/25 seconds which comes out to about 22mph.

If you're going to get a dash cam, keep in mind it can be used against you. You want a dash cam that only records ~3-5 minutes of footage and overwrites the old footage with new footage so if something that looks bad for you happens you can just leave it running and "delete" the footage (legally) but if something good happens for you then you turn off the camera to save the footage from being overwritten.
