It's mostly R'n'D and also these are more expensive to make in terms of how many more steps it takes to manufacture it and how much of it is scrapped during quality control. The more high end you try to make it, the bigger % ends up in the trash/recycled.

You calculate how much total data you have
Add 10% since 1TB on hdd isn’t actually 1TB of space
Add 30% for extra shit you’ll likely hoard soon
Add 20% so you can move things around when needed
Then you buy two drives of capacity exceeding that and mirror them 1:1
ie 10tb of data -> going for 16tb space -> buy two 16TB or 18TB drives (from two different manufacturers for safety reasons). All your data goes on one, then you sync it with the other once in a while

More advanced machinery is needed. Same as chips: input costs are largely the same, but something fabbed on 14nm can’t hold up in performance to 2nm.
There’s a bit more of other tech in modern hdds compared to chips, but the majority of price is in the machinery itself.
