Why is Sub Saharan Africa plagued with sub-humans?
I mean it is not because they are black. All the blacks in my suburban neighborhood all have homes, and stable jobs, and are as normal as any non- black yet Africa is full of shithole nations.
I do not get why Africa remains a land where savage shit like this stuff happens.

Not specifically because they're black, but it becomes engrained in both culture and genetics.
When you're surrounded by amoral savages, it's harder to go against the grain to not be an amoral savage if you want to get by.
When this is the standard, sexually selecting and child-rearing for empathy, intelligence, or genteel demeanor generally doesn't work out. Rape, STDs, and limited genetic range make selecting for desirable traits a crapshoot, - and they usually aren't selected for even when both parties have options.

It takes generations of good breeding practices, effective childcare, and cultural replacement to reach a more civilized standard within a local region or genetic pool, but this change is almost never instigated, let alone upheld, by the in-group.
Modern sensibilities have made outside interference in this matter difficult, leaving prospects grim.
