There were a lot more Central/ Eastern European powers before the late 19th/ 20th century, Sweden controlled Finland and the Baltics at certain points as well as jostling for power with Poland/ Lithuania, and then there was Austro-Hungary as well.
Gradually Russia picked them off, defeating and/or conquering them, it's one reason the rest of Europe was so worried about how big of a power they might become.

Russians already had large merchant boats, even proto-icebreakers in the Artic (Koch) and all types of merchant vessels, Peter the Great just modernized the state and ordered to build warships, (with the help of Dutch engineers), but ships and boats in general were always in use in Russia since basically as far back in time as we can possibly tell.
