They ruled cambodia for 4 years. I guess they killed a lot of people. But Vietnam was really just looking for a way to direct Cambodia's politics along their lines. Hun Sen has been in power for 40 years or something. He was the Viets pick.

He was funded by the US to be a strategic buffer state for the purpose of having a tactical advantage during the Vietnam war so that the Americans could have easy access to the border from the northern side. The explicit goal of the Khmer Rouge government was to ensure as many people were killed/died as possible indiscriminately with their goal internally having this program serve the basis for allowing a new political economy to emerge after everything was destroyed essentially. Pol Pot didn't do this because he was an ideologue. He did it because that was the only way that the Khmer Rouge could fulfil it's Organizational needs.

It is kind of funny that Vietnam's ideal puppet government is a constitutional monarchy where nobody else ever gets in power. It's really getting pretty far from Bolshevism there.
