Monarch's own people are not his subjects but rather the royal line, nation state is not even close to an universal phenomenon and only happens in certain circumstances and especially in the last 200 years is closely related to nationalism because the entire concept of citizenship is giving these people political rights as opposed to other people from the other side of the border who belonging to another tribe are nothing but potential targets in war.
