Yes. It's common for artists to charge more for annoying requests. Or to flat out turn it down. It is a way for artists to manage their stress level, if they have that luxury.
Art commission is not a wage. Every single transaction is an independent negotiation. Remember this as you approach artists, because you may run into an inverse situation - if the artist likes your idea, he may charge you less.

If the artist does both SFW and NSFW then it is common to charge extra on NSFW. Some artists charge more for OCs, niche characters, overly detailed characters and whatnot.

a lot of artists charge extra for NSFW just because your fetish isn't necessarily their fetish and it takes extra encouragement to draw dicks (as a straight male), or weird shit like pregnancy or diapers or fat women.

normally, i'm super anti-capitalist but these are not tech conglomerates where you have your choice between one of three satanic kike corporations to sign an EULA under gunpoint. artists are individuals and the market is plenty big enough for you to find someone else at a reasonable price.
