France and Japan are also both countries with massive influence on artistic mediums and these art styles have always inherently been intertwined. French artists and animators back in the 90s through 2010s used to have a moe-like anime art scene but was only really popular regarding artistic media directed towards young children, with a lot of European fairytale art made in France being almost indistinguishable from Japanese moe.
