Brazil basically demands car-markers to move their plants there though a combination of high tariffs for imports and tax breaks for locally "produced" cars (mostly just assembled there). Being a big market they do get a handful of manufacturers to comply but they don't bring the good stuff (there are Jeeps but only the Compass or the Commander). This makes it looks as if the country is industrializing, and it does help bring in jobs, but there's no significant transfer of technology or know-how. Mexico is way ahead of them in that regard and Mexicans will never buy proper Mexican cars when given a choice.
