In Europe, money goes through several layers from top to bottom and "the machine" is more complex. And it's not just an issue of money, it's structural: the guys in marketing went to marketing school, the guys in dev went in dev school, the guys at HR went to HR school, with no responsibility and skills beyond their own training.Happens here all the time. I went to a school, we didn't even have toilets because nobody even knew who was in charge of the school's budget. The school itself said it was the regional administration, the region said it was the school. There was an account that was supplied directly by the EU to fund projects in the school, nobody in the school assumed the responsibility to touch the money on this account, not even the principal. It was madness, I hated that school.
