Ok, it is a nice coastal town but I don't see how their life would be significantly improved by having expensive facades for their wine market or corner stores.
Facades are by definition exclusively for aesthetic purposes, they serve no actual function, it's fine to paint something that looks nicer than a bare wall and evokes pleasing geometric shapes if your city isn't flushed with cash and it is more psychologically soothing than absolute bare walls that make you feel as though you are living in a strip mall.

This street doesn't exude wealth by any means but it feels very human I suppose you could say. When you see commie blocks in Finland or Poland they create a strange feeling for me, the small bit of effort gives this SOVL and makes it easy to imagine enjoying life here.

Also within this same city, looking at Via Giuseppe Mazzini they very clearly have "real" facades here, only blocks away.
It's simply a matter of where money is invested, resources are not infinite and the cheaper residential areas cannot afford to make themselves appear like an amusement park for the sake of the four americans that visit a year but they can choose to make an attempt to make their town aesthetically coherent with whatever means they have, even if it is paint.
