New constitution, very minimal, less taxes in general, change the supreme court to a constitutional court, allow guns, corruption is treated seriously, 1 megaprison per region, an actual federation where states can actually do their own shit by themselves, new federative pact that retains most of the state taxes within their regions, high investment in industry and drone manufacturing for military reasons, create many ways for people to report corruption within police and government, then use said drones to btfo factions and retake controlled territories, social services should have a time limit, and the country should have a nation wide job finding service like linkedin, no hobos in the streets, also change tax system in a way that makes it easier to buy houses (potentially copying japan) and cars, etc

Brazil never had any successful revolution that took power away from our elites, so a lot of our money is concentrated in the hands of a backwards ruralist elite. They don't see the need to industrialize or invest into making our population more productive since they already make insane amounts of money by owning a shit ton of land.

There were 2 attempts to change this system, with Vargas from 30 to 45 and the military dictatorship later, with Vargas being more succesful but still not being to make the private sector succesful. The military dictatorship had some initial success but then end up putting our country into a spiral of inflaction that endured 30 years until 98 until Itamar Franco implemented the Real plan. Then things started to improve again under Lula with a commodity boom but we still didn't see any investments in basic education and our industry still can't compete.

The abundance of natural resource is blessing and a curse at same time. Democracy also doesn't favour long term growth like what happened to China. I don't think there's any way to fix Brazil in the short-term.
