That's not breaking the law. Besides they're much more concerned with bypassing with VPNs and mostly try to kill these things right now.
Some websites don't work even with DPI-bypassing however.

Go on. They know that many people use it. They just don't have power capabilities to block everything of it entirely. Otherwise the internet traffic will become to slow. It's already became slow because of these DPI systems.
