Also, the law was really dumb, if you got caught with drugs they get confiscated and you have a choice of $250 ticket or take some classes. The proponents said the $250 tickets would boost state revenue. Shockingly, all the junkies decided to say they would take the class and then never show up because there was no consequences if they didnt. Oregon is run by incredibly dumb people.
