Lincoln had a lot more leeway due to literally half the country taking up arms and the remaining US Congress having zero tolerance for it. American politics today are very different and far more divided, as hard as that is to believe. Even if some extremists on the left or right decided to rebel, that'd still leave moderates in the establishment subtly defending them.
